Rerun SDK

Part of the rerun family of crates.

This includes both the user-facing Rust SDK as well as core SDK features other languages build on top of.

This is exported in the rerun crate, so look at the docs for that instead!

This is the bare-bones version of the rerun crate. rerun exports everything in re_sdk, so in most cases you want to use rerun instead.
