BufMut extensions

A small set of extensions for BufMut that provides useful functionality for protocol development.

Mainly:

• Variable length integer
• Extension to buffer that allows to take a variable size integer from the buffer
• A codec trait
• Codec trait implementation for IPv4 and IPv6
